So what is the next step? Does Jeb have to give anymore orders? I hope thy can get to her in time after all this.
IF DCF has to save her....I hope they don't lose her like they with most of the people they try to protect.

No real clarity on what the next step is with DCF.

I don't think Jeb would have given the 3 PM press conference if he didn't fully intend to use DCF. (Too politically damaging if he went through all that and it was only a bluff to push the legislature).

I'd expect DCF to engage (and I have NO inside info here - just speculating), but the question is..will he push that button quickly enough to save Terri, or will they dilly-dally around worried about things that don't matter - and lose the opportunity if she dies before then?
