Even if Bush did do cocaine at one point, so what? It's not like he's doing it in office, as we can probably suspect of Clinton (both of them). Unlike what the drug warriors want you to think, doing cocaine doesn't turn you into a raving lunatic or a zombie; it is quite regularly administered in medical settings and I assure you if it did cause permanent effects the lawyers would put a stop to it very quickly.
Who he once was is no more than a historical curiosity; it's who he is now that matters. And who he is now is a man humble enough that even though he is the President of the United States and need never stand for election again, cut short his own schedule to honor the work of Congress and give a deserving woman a new opportunity to live.

To me, it looks like he released the tapes to sell the book, then a light clicked on in his head that it was a traitorous thing to do. I think he really is sorry, but he's is also going for a bit of sympathy like you say.
