I believe that the land containing the Red Lake 'reservation' was deeded to the tribe, not to the United States, by the French, around the time the USA acquired the rest of the terretories thereabouts. This would make it a foreign nation inside the US borders.
When I was there (working for MnDOT), the Highway Department maintained SR 89 through the reservation, and I believe the tribe got subsidies of various kinds from the US, but my impression was that it was a rough place, and not a good place to traverse after dark. Every sign along the highway seemed to have been 'stress relieved' by shotgun and small arms fire, and the fire lookout towers had thoroughly perforated steel floors.
Doesn't really matter, since the french stopped controlling that area centuries ago. The fact is, they have a reservation - a uniquely american thing - and they also deal with the BIA etc... so, they are just like any otehr tribe, except they are more corrupt, with kangaroo courts, etc...

Sounds like pretty much every major city in this country - the residents get subsidies, and you don't want to be caught there after dark...

I spend the majority of my recreational time in south Beltrami Co. For the last 25 years. The best.

RED LAKE, Minn. (AP) - One student described the gunman grinning and waving at a student his gun was pointed at, then swiveling to shoot someone else.
"I looked him in the eye and ran in the room, and that's when I hid," Sondra Hegstrom told The Pioneer of Bemidji.
Students and a teacher at the scene, Diane Schwanz, said the shooter tried to break down a door to get into a room where some students were.
"I just got on the floor and called the cops," Schwanz told the Pioneer. "I was still just half-believing it."
Hegstrom said students pleaded with the gunman to stop shooting.
"You could hear a girl saying, 'No, Jeff, quit, quit. Leave me alone. What are you doing?" Hegstrom said, using the name of the suspected shooter.
Ashley Morrison, another student, took refuge in a classroom. With the shooter banging on the door, she dialed her mother on her cell phone. Her mother, Wendy Morrison, said she could hear gunshots on the line.
"'Mom, he's trying to get in here and I'm scared,"' Ashley Morrison told her mother.
Schwanz was the teacher in that room. She said, "I just got down on the floor and (said), 'Kids, down on the ground, under the benches!"' She said she called police on her cell phone.

Perhaps the lack of widespread coverage has to do with the firearms used- not semiautomatic assault-type detachable magazine high capacity bayonet lug types.
This is in insane....
Sorry but this is a HUGE story. All these kids shot dead and the news is not all over it? is it because it was indians? Truly I don't get it? Anyone?

It's tough to get info from the rez. Just got off the phone with my pal in Bemidji and he says the info will be available when the Feds allow it. The combination of a native american nation and the fbi tends to slow the information flow.
Seriously I think the news crews are very racist. They just spent about 5 minutes talking about a bunch of people here at the Mall of America getting stuck on a ride. We had a couple white kids get killed about 2 years ago in MN (Cold Spring) and the news spent more coverage on that. It was wall to wall. I am really shocked at how little the coverage is here in the state.
Could the limited coverage be due to it happening in a relatively remote area. Columbine was in a major metro area - lots of news crews nearby.
That's exactly the reason the coverage has been so limited.
It will be the lead story on my local(Boston) 11:00PM news---coming up.
