Presidential Executive Order on this? I seem to recall "Clinton using all manner of executive orders to do all manner of damage to our nation; why can't this mechanism be used for good?"

It's a terrible shame, isn't it?...  that one judge can block the entire power and will of the Government and the vast majority of the world.
