A court might order them if abuse was obvious, but those proceedings would be sealed from the public as well because Minors have special privacy protections. A judge would only call for those records to help the child in some way and would never make them available to curious third parties.

I work for lawyers. We routinely ask for school records as law guardian. Every law guardian receives an order which states that he/she is entitled to all medical records, school records, without further orders issued, upon request of the law guardian. I'm quite familiar with how that works.
