I heard that dancing was banned by some higher-ups way back when, so to disguise their dances, the Irish stopped using their arms in their dances. Apparently, this was not considered dancing, and thus could not be punishable as such. The tradition stuck long after the ban was lifted.

Well I am all Irish and that sounds exactly like something the Irish would do if someone told them they couldn't.
