Iraq is obliged, he wrote to the president of the Security Council on Oct. 1, to declare semiannually changes that have occurred or are foreseen.

sounds to me like the UN is still holding sanctions over Iraq until it can be declared by them officially to be 'WMD-free and in compliance" and it matters not to them if the regime still exists or not...

So long as the UN's IAEA won't clear Iraq, the UN can still milk Iraq.
