Seems a little extreme for a suspended license. Geez, about a third of the people driving around our dusty little central valley town don't even have licenses.

I agree ... it is extreme for a suspended license

BTW ... I didn't know Jon Stuart changed his name

http://www.jonstewart.net/bio/
Name at Birth: Jonathan Stuart Leibowitz. Note: Most sources incorrectly list Jon's middle name as Stewart. We have confirmed that Stuart is the correct spelling.

.....Seems a little extreme for a suspended license....

There was also these cryptic words..."She paid a ticket last week But apparently her check hadn't been processed"

This would indicate the possibility of an outstanding warrant she claims to have paid but the check didn't clear or something. It seem there is more here than the reporter gathered.

"McShane, 36, was driving through Central Park around 11 a.m. when she was pulled over for a moving violation"

The moving violation was, she was driving in a restricted area of the park...in a big SUV, what are the cops supposed to think, better to err on the side of caution.

If you never have a license, they can only get you for not having one (relatively small fine).

If you HAD a license, and it was suspended or revoked, that is a whole different deal.
