An odd fact: the legislation creating the Civil Rights Commission expired years ago, but it still goes on because it's still included in the budget.

Another fact: the legislation limited the number of members who can belong to one party. Useless: Clinton got around this by pretending that Democrats (including Ms. Berry) were "independents".
