Maybe Pres. Bush is sending Her Excellency there to delivery his ultimatum to the little s***. Knowing Bush it would probably not be to wordy, just something simple like, "NOW!"

Who in this administration is dumb enough to allow Hillary to pow-wow with the North Koreans? The administration can't stop her. There are 3 equal branches of gov't. The exec. branch can't interfere with the Legislative branch.
