The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

WASHINGTON - Prompted by new intelligence indicating Osama bin Laden reached out to the most feared terrorist in Iraq, President Bush charged Thursday that "al-Qaida still hopes to attack us on our own soil."

"Recently, we learned that Osama bin Laden has urged the terrorist Zarqawi to form a group to conduct attacks outside Iraq, including here in the United States," Bush said at the swearing-in of Homeland Security Secretary Michael Chertoff.

The president vowed, "We're working every day and night to dismantle (bin Laden's) network and to bring him to justice."

I didnt hear anything when I was listening to it. I have a digital scanner....but scanning is one of my hobbies, and yes, all the agencies are going to digital systems, thanks to Homeland Security grants from Congress.

The Radio Shack Pro 96 can be found for $450 in some places, and may have further price drops this summer as more digital scanners hit the market.

There is also a new Bearcat BC396D that is coming to market, which has a lot more channels....etc.

WASHINGTON, March 15 - The Department of Homeland Security, trying to focus antiterrorism spending better nationwide, has identified a dozen possible strikes it views as most plausible or devastating, including detonation of a nuclear device in a major city, release of sarin nerve agent in office buildings and a truck bombing of a sports arena.

The document, known simply as the National Planning Scenarios, reads more like a doomsday plan, offering estimates of the probable deaths and economic damage caused by each type of attack.

They include blowing up a chlorine tank, killing 17,500 people and injuring more than 100,000; spreading pneumonic plague in the bathrooms of an airport, sports arena and train station, killing 2,500 and sickening 8,000 worldwide; and infecting cattle with foot-and-mouth disease at several sites, costing hundreds of millions of dollars in losses. Specific locations are not named because the events could unfold in many major metropolitan or rural areas, the document says.

The agency's objective is not to scare the public, officials said, and they have no credible intelligence that such attacks are planned. The department did not intend to release the document publicly, but a draft of it was inadvertently posted on a Hawaii state government Web site.

Police have decided not to charge a controversial Muslim leader under Canada's hate-crime laws for suggesting on a television talk show last fall that all adult Israelis are "legitimate targets" for Palestinian terrorists.

Investigators with Halton Region police said that while the comments by Dr. Mohamed Elmasry "were described by many as [a] hate crime," they did not meet the legal definition."

ARTICLE SNIPPET: "Eighteen persons were charged yesterday in a conspiracy to smuggle grenade launchers, shoulder-fired missiles and other Russian-made weapons from Eastern Europe to the United States, all of which were sold to an arms dealer who claimed to have ties to al Qaeda terrorists.
    The dealer, according to law-enforcement authorities, worked as an informant for the FBI and arranged to purchase the weapons from a group of Armenians and South Africans. The suspected gang members used digital cameras to showcase the weapons that they said they could buy from sources in the former Soviet Union."
