Under those "lenient" laws, 3 of these people could be jailed for life, 39 could get up to 20 years, and those who knew or suspected and didn't tell the police can end up in jail for 3 to 7 years.
As for the "compliant, if not corrupt cops", may I suggest this is a very grave accusation, especially in such a horrific case, and that should be based on something solid.

#1. The initial case assignments - give case A to one detective, and give case B to another detective, both cases involving similar crimes in the same area ~ that's usually evidence of corrupt practice ~ notice that elsewhere other cops are quoted as saying they know all these people quite well due to their frequent arrests for sex crimes.
#2. As stiff as the potential penalties may seem, the fact is according to the cops all these guys have been in a revolving door in and out of jail. Europeans, in general, have this thing about keeping criminals locked up ~ they don't!
#3. Europeans still have this theory going that pedophiles can be "cured". Recidivism is nearly 100% however. They will need to change their minds if they wish to reduce the incidence of this category of crime.
