The best way to put a stop to all that would be to legalize and regulate the marijuana industry. Otherwise we'll see a whole lot more of it being grown here as we tighten border security. If it was legal and regulated at least we'd have some control over who is growing it and how they are going about it. If not we'll see all sorts of people getting involved, foreigners and locals, organized criminals and individuals, and so on, and there will be no taxes collected and no control over the growing process with respect to environmental concerns, potency, safety, etc..

I don't disagree with your theory. But it's obvious green cards are being handed to criminals. With that card they can do most anything, like buy real estate, etc.
