No. He met once with Wolfson as the executor of Terri's Law, before the courts struck it down.

The Gov cannot appoint anyone...it has to be done by court. I don't think you realize what Jeb Bush can and cannot do. Jeb Bush doesn't have power over Judges...this is not how our government was set up
