As for the staffing problems, as a nursing registry administrator, I can attest that nurses, paid $28-$40 per HOUR do not have to work full time. So they don't (don't go there, I have had as many as 250 nurses working for me). Most nurses I know don't work even CLOSE to a 40 hour week. Why should they? This causes a staffing shortage. And drives the wage up higher-at least in home health. We have to bribe them. Add the cost of reputable malpractice insurance for the doctors and the hospital, lawsuits, etc., well it doesn't help. There doesn't appear to be an easy solution, but from what I've seen, the nurses union does not seem to help the situation.
