I dont know about califas rules but in kansas and missouri you need a social security card and original (with raised seal) birth certificate. to get your drivers licence.
Remember, the People's Republik of Kaleeforneeeya issues drivers licenses and ID cards to undocumented illegal aliens. Think about it.
Come to think of it, I'm pretty sure my cat (Feline-American, same-sex partner, in Kalispeak) could get a CA ID.
I have never had a birth certificate, I was born at home and I would bet money to donuts I could get a DL in Kansas or Missouri.
In Cali -- at least for us born and raised in America citizens you are required to show a copy of your birth certificate w/ raised seal.
Caused me, an Ohioian some delays in getting my DL when I first moved to Cal.
