Fred Barnes is usually WAY too smart to have written this.
Cheney is not a well man.
Cheney will be 68 in 2008.
Cheney is very rich and does not need the money.
Cheney has absolutely NO interest in remaining in DC.
Cheney helped develop the foreign policy, but others were visable in publicly implementing it.
More than anything else, Dick Cheney is tired. Lynn Cheney is tired..... and they are smart enough to get out of DC while they can.
>What about John McCain, Rudy Giuliani, Mitt Romney, Bill Frist, and other Republicans who are thinking about running?
McCain is our Howard Dean. Frist is a non-starter. Rudy, Romney and Rice are the front runners now against the Dems obvious selection of Hillary with Hispanic Bill Richardson as VP. (Yes, I know, Republicans hate her, but the radical wing of the Dems now in control love her.)

Georger Allen: Good man, #1 with me.
John McCain: Like him, hope he runs.
Rudy: Too liberal for the top job, would be a great Director of the FBI.
Bill Frist: Who?
Bill Owens: Need to see and hear more from him.
Arnold: Same as Rudy, too damn liberal.
Chuck Hagel: Disloyal to Bush and conservatives, don't trust him and don't care for him.
Sam Brownback: Good guy, but something's missing.
Rick Santorum: Great VP candidate.
Mitt Romney: Will the Red States vote for him?

My guess is that Cheny may actually have more serious health problems than he lets on. It wouldn't surprise me if he didn't serve out the entire four year period.

Where is your evidence for this because he does not want to run for President. He still have the appetite for his job he just does not want the Presidency and no one could have had more vigor than Lynne Cheney on the campaign trail last year.
The most recent photo I have seen of him taken on 17th February hardly seems that of a tired ill old man.
