Country of Origin Responsibility Ammendment

House Bill 1525, which is endorsed by Gov. Mike Huckabee, now goes to the AR Senate. This would allow the children of undocumented Arkansas residents(illegals) to be eligible for state-sponsored scholarship opportunities. It got a 63-31 vote.


It appears that HB1525 will probably pass. If we cannot stop it, I have an idea of how we can lessen its damage. I am proposing this amendment to Jim Holt supporters and immigration reform people.

I propose that either Jim Holt or Denny Altes make an amendment that would require the nations these illegals come from to co-pay %50 of the tuition BEFORE Arkansas would match the amount requested. For example, if an illegal from Mexico were to request $2,000 for college tuition, the “government” of Mexico would have to send $1,000 before the State of Arkansas would match it. No co-pay, no illegal immigrant tuition.

There are many benefits to this Amendment, which I would call the Country of Origin Responsibility Amendment (CORA). Assuming that every country paid for the %50 of each request for tuition by their citizens. This would cut the expense of this bill at least in ½. Of course, most of these nations (Mexico) have neglected their citizens and would not pay their share. In which case, we would pay nothing.

Besides cutting expenses, the discussion over this amendment would bring to the forefront the issue of who is really responsible for these people getting a living. Every time illegal advocates are asked why doesn’t Mexico take care of their own people, they blame America and demand that America pay for this and that. Everyone knows that most of this illegal immigrant stuff is so that the Mexican “government” can get away with neglecting their own people, but nobody is supposed to talk about it.

If most Americans and most Arkansans knew what was going on and had their way, HB1525 would fail, and these illegals would be deported en mass. That is a future we need to work for, but HB1525 is in the Senate now and needs to be crippled if it is going to pass.

I believe college educations are free in mexico. Wouldn't it be cheaper to sponser a plane ticket to there?

I'm not a legal professional by any stretch of the imagination, but I don't see how a state can enforce legislation requiring a foreign nation to comply to anything.

Wouldn't that be a little out of its jurisdiction?

Since it is illegal for employers in this coutry to hire someone that is here illegally...why do illegal immigrants need college educations?
That is the question that should be posed to these stupid legislators passing these types of laws.

Forget it. We've been trying to send the bill to Mexico for a decade....and the elitists make sure that never happens.

I have a lot of theories as to why, but no point talking about that now. What you need to do is react intensively to this:

If you have a state initiative process, start an initiative now.

Plan and support a "recall Huckabee" movement. We did here in California, and we won. Anyone who thinks it wasn't 80% about the illegals is dreaming. You only have to convince a few million predominantly conservative voters to go along with you.

Start an organization that can take this to court. In Kansas, Kris Kobach has a lawsuit going which will most likely take down the Kansas law which is similar. College for illegals violates the vaunted 14th amendment in that it discriminates against U.S. citizens.

And on and on. Contact ProjectUSA (Craig Nielsen would be happy to billboard your state), NumbersUSA and FAIR. All of them are aware of this and will help.

It's up to you to establish your freedom from taxation by Mexico's murderers (the "Mexican government", if that's what it can be called), because that's what they are doing: offloading their responsibilities on you. Don't let them.

We don't force a nation to send money. Arkansas can just refuse to give state tuition until they send money, which is a right of the state. If none of the countries bother to pay, Arkansas pays $0 tuition to illegals.

I say it's worth a try. The elitist will be against anything tried to stop illegal immigration. I'll contact those groups soon.

If Mexico were forced to pay for 1/2 of everything they demand we provide for illegal Mexicans, they would be forced to reform.
