Very nice piece.
For decades, we couldn't win the Cold War, because we thought it was unwinnable. Reagan had the idea that we could actually win it -- and just like that, it was won.
There are many diplomatic problems in the world that seem beyond a solution, because the tools of diplomacy work against the solution. Bush and Rice work a different way -- and just like that, it's a new ballgame.

A stark difference between Powell and Rice.
When Powell spoke the foreigners knew he was just mouthing words. With Dr. Rice they know she means every word and speaks for the President as Powell never did in his heart.

Shows how lackluster Powell was. And how Bush has the habit of selecting mediocre cabinet appointments.

V. Fox, Cree;, C. Rice and GW Bush will be meeting the WEEK prior to Easter. Mexico wants NAFTA PLUS. We will see if C. Rice gives in to Mexico. All this country needs is a few more illegal aliens and money for their care.

Oh, please. He has some of the best cabinet appointments in a very long time. Sure some of them weren't good, but you can't expect anybody to hit 100% all the time.
I would sure stack the lot of them up against the Clinton appointments - remember Mad Halfbright as a shining example.
Powell was a "political" appointment to be sure. It is hard to remember back then, but at the time of the first election Powell had as much or more "popular" support to be President than Bush did. Making Powell Sec State was a brilliant political move that may have allowed Bush to win.

No. He said that the Bush administration had a 'HABIT' of picking mediocre cabinet members, and then listed Mineta as typical.
He wasn't talking just about Powell.

I always felt that Powell went thru the motions while telling the foreign leaders that he was not in agreement with the President.
He often had his staff leaking his contrary views to the Washington Post and NY Times, thus undermining the president AND our national security.
