To: inquest
This Secretariat is the office where a country can complain that another country is violating its own environmental laws to engage in unfair trading practices. I'm not sure this is a treaty since anybody can get out of it if they want to simply by saying so.

It's more like a contract which can be terminated at any time, and contracts can provide for Secretariats, Man-o-Wars, and Affirmeds. Whatever they want, really.

And what does the Secretariat do at that point? Does it merely forward the complaints to the other country, or does it come up with a judgment on its own? And is the other country obliged to respect that judgment?
