And what does the Secretariat do at that point? Does it merely forward the complaints to the other country, or does it come up with a judgment on its own? And is the other country obliged to respect that judgment?

It gets forwarded to another panel which determines how much economic damage is being inflicted on the complaining party. It can award annual damages up to a whopping $15 million per year, but no more. And it's paid into a fund to help get the laws enforced in the country that was not enforcing the environmental laws.

That might be significant to El Salvador, but it's about the value of all the vehicles I saw in the Sam's Club parking lot today.
