That's an agreement to strive to do what each of the countries has already agreed to do in the past. It doesn't change any law.

The Miami Summit(Summit of the Americas of the OAS) of the Americas led to a plan of Action addressing 'the economic, social, political, and environmental aspects of sustainability', with a strong input from the Agenda 21 sustainability process that had begun with the Rio Earth Summit of 1992 (Rosenberg 2001). The Miami Plan of Action contained key initiative on biodiversity, energy use, and pollution prevention, but also began the idea of a free trade area that would embrace all of the Americas, taking further the original idea of the 'Enterprise for the Americas Initiative' of 1990 (Carranza 2000).
