In Latvia will fine passengers of drunk drivers
Minister of Internal Affairs of Latvia Eric Ekabsons suggests to fine not only drunk drivers, but also their passengers, radio station " Echo of Moscow " informs. " Passengers too are responsible for possible misfortune ", - minister at session of Security Council of traffic of Latvia has told.
In general the Latvian ministers compete in an ingenuity how to punish drivers-alcoholics. At the same session minister of the message of Latvia Ajnar SHlesers has suggested to punish drinking drivers 160 hours of forced hard labour. They will be necessary for fulfilling in overalls with an inscription "drunkard" on a back. All these ideas will be considered by the cabinet of Latvia next week.
Under reports of Department of safety of traffic of Latvia, every week on roads of republic perish from 5 up to 20 person. In 40 % of cases of failure occur on fault of drunk drivers, and in 2004 Latvia was the leader in Europe on death rate on roads.
It is necessary to remind, that struggle against driving in a drunk condition is conducted and at us. So yesterday the State Duma has approved in the second reading of the amendment in the Code about the administrative offences, punishments providing toughening for refusal of drivers of physical examination.
According to the document, from the code the administrative penalty for this infringement is excluded and term of deprivation of a driving licence from 1,5 till 2 years instead of earlier established fixed term in 1 year increases.
Thus, deputies have refused monetary punishment for failure to meet requirements of the employee of militia to pass physical examination for alcoholic intoxication and establish only deprivation of a driving licence.
As it was marked at session, earlier the State Duma has toughened punishment for management of motor transport in a state of intoxication. However attraction to the responsibility for the given offence is possible only at passage of survey and reception of corresponding results of examination. Now, as the deputies marked, the drunk driver can " easy refuse survey and get off for it working penalty in size up to 2 thousand roubles or, as a last resort, deprivation of the rights to one year ".

Latvia is SO poor. Why don't they try and solve THAT problem first.
