I think there's a large amount of confusion among some people of compassion with government action. There's another contingent of corporate leaders who would prefer government nanny programs replace the ones offered by the companies, for example, health care.

For the same reason a lot of the rich support DemonRATs; it keeps the "riff-raff" from joining them in the ranks of the successful.
