Read the bill, too. While it does establish minimum ID standards for acceptance by federal agencies, it does not literally require everyone to have it. In fact, it appears to take into account that some people may not like the federal standards, so as long as he does not do business with federal agencies, he does not have to have the de facto National ID. IOW, the states can issue non-compliant drivers licenses, if they so chose. Now, as to how many states will choose to do so, I have no idea...
