When the California Environmental Quality Act was signed by Ronald Reagan 30-plus years ago, it reflected the growing belief of the era that human carelessness was despoiling the natural environment, as stated in these introductory words: "It is necessary to provide a high- quality environment that at all times is healthful and pleasing to the senses and intellect of man.
