The two hot-button issues that President Bush wants to tackle this year Social Security and immigration are about to collide. Two members of Congress will try to block an agreement that the Bush administration signed with Mexico that would allow Mexicans who have worked in the United States, including some illegal immigrants, to receive Social Security payments. Rep. Virgil H. Goode Jr., Virginia Republican, will introduce a resolution today calling on the president not to submit the agreement to Congress. And Rep. J.D. Hayworth, Arizona Republican, has prepared another resolution to block the deal, called a totalization agreement, if and when the administration submits it to Congress. "This is the flash point between border security and Social Security, and it is a major fault line," Mr. Hayworth said. Although the congressmen are approaching the issue as proponents of immigration reform, they are being joined by a seniors advocacy group that argues the president endangers his plans to reform Social Security by pushing for an agreement that would deepen the financial hole in which the retirement program finds itself........
Mr. Haddow, former Health and Human Services chief of staff, said the key difference is the role that illegal Mexican labor plays in the American economy.
But he said the government shouldn't use Social Security as "a piggy bank to send some sort of reward down to [Mexican President] Vicente Fox."

162,000 MEXICAN BENEFICIARIES?
" We are concerned about the sheer magnitude of the agreement, said a House Republican aide who is an expert on Social Security. About 94,000 beneficiaries living abroad have been brought into the system by the 20 existing international agreements. A Mexican agreement alone could bring in 162,000 in the first five years." It's truly sickening!! Just the other day I was saying that the only reason I could think of for Bush's position on illegals was that perhaps we needed workers to cover Social Security for the baby boomers. Now I'm not even sure about that.

That's nice, how about repealing the WEP and PO that limited benefits to hundreds of thousands of US Citizens by changing the rules AFTER they had been working.....instead of rewarding lawbreakers and adding benefits they never expected or should expect? Americans first.
I'm starting to think we have to hammer their employers even more.

This is the first I've heard about this. Bush doesn't seem to be too concerned about illegal immigration, but I had no idea he would go this far.
The State Dept. and the White House worked up this totalization agreeement, sent Powell to Mexico to announce it.
There's been quite some discussion about it for months on FR. It is now up to the congress to disapprove enough to stop it. I understand it calls for some "privitization" of SS accounts for Mexico.
According to a GAO report in Sept. 04, the SSA is paying out over a billion a year to NON qualifying disability recipients now. Can you imagine Mexican citizens being thrown in that mix?

We are going to provide Social Security for the Whole World but not for Americans - if this President has his way.
