They are residents from what Homeland Security calls special interest countries - countries like Brazil and Argentina. The U.S. government has identified the countries as supporters of terrorism Oh sheesh February sweeps for the local news programs spewing hyperbole.
Brazilians and Argentines are not islamofascists and I doubt HS has them as hotbeds of terrorism, but what the hey can't let that get in the way of a good story to boost ratings.
