I was under the impression that the executive branch (i.e., the president, state department, etc..) handled diplomacy and foreign affairs and that congress merely provided funds and oversight. Silly me, reading that darn outdated United States Constitution, and forgetting that it is a "living and breathing" document that "changes, grows and adapts" as the situation calls for it.
