Disabling injuries that require long term care are higher among those who wear helmets. An accident that would have killed a person without a helmet, may leave that person a quadraplegic with a helmet.
If you're really concerned about the insurance premiums, ban helmet use!

And by extension, and accident that may have left an unhelmeted rider a quadraplegic or seriously brain injury may result in a helmeted rider walking away from the accident.
I'd rather take my chances on the former happening, in the knowledge that in the less severe case the helmet could make the difference between permanently brain damaged or not.
