National defense is a complicated endeavor for a hyper power. At least Bush isn't a fan of multipolarity. That was a flavor of multilateralism that got us Iran, the DPRK, Pakistan, and maybe even Saudi Arabia armed with nuclear weapons. Bush's take on diplomacy is a token gesture. Carter and Clinton went about emasculating us for our own good. That was their choice, and they made it with well-intentioned reasoning and with the support of their people.
I think Americans are doing OK. They're talking outside the prescribed channels about their future. That's enough. Nothing happens here for long without the people basically approving.
Concerning the point 2 above, the USA already has that capability a decade ago. As for protecting satellites apparently an air to air missile is capable of hitting them in low orbit, but they can also be diverted to avoid killer satellites with anti-sattelite technology onboard.
So it seems that having an opinion that command and control technology must be protected is somewhat obvious but naive. There is NO way to completely protect that infrastructure 100% during a large protracted world war.It will be the strategic objectives of both sides of the conflict to damage that infrastructure as much as possible. hence the Chinese have wisely opted out of US GPS and developed their own as they would be vulnerable if they had a dependency during a conflict on the enemies GPS technology.
By scaling down the type of military that the US has to fight anti-insurgency and small actions with a better quality and better equipped Army, Navy and Air force, the USA is making a smart decision based on it's threat analysis on what is comming in the future.
Long term strategic planning for a war with another superpower with technology able to minimise and make more efficient the allocation of military assets has resulted in cut backs on heavy theatre technologies that are less mobile or robust or take too long to deploy. Investment and development of technologies that coordinate theatre assets give overview to tactical commanders and simultaneous intelligence to battlefield strategists is what will win future conflicts. that an the ability to eliminate larger opposing forces with smaller better equipped and better trained opposing force. the US is downsizing not because of budget constraints but because it is getting smarter.

I'll feel more confident. Right now, I'd hang everyone of them. I cannot believe they could say, "I didn't know what the true intentions were."
If any country comes up with a weapon that could electronically damage our satellite communications systems it would cause an immediate national depression that would make '29 look like a celebration.
Load it onto a plane like Bert Rutan designed and bang. Done, America becomes a puppy instead of the big protector we say we are.

Of course there is a decline in spending, there is also a more efficient way to fight a war now also as a balance to this debate, you cannot just ignore that obvious fact. As long as the spending decline does not compromise national security there is a correct balance. you cannot now expect Bush to undo the damage of previous administrations?
