What would the yield of these things be? I'd like to see us researching higher yield next-gen stuff for replacements of the W88 as well.

Rumsfeld: Oh, I don't know. I don't climb in people's mind. Obviously it's to their advantage to express concern about it. There is the ABM Treaty, which they would have to adjust. I think before it's over, they will accommodate themselves. Of course, let's be very honest about what Russia is doing. Russia is an active proliferator. They are part of the problem. They are selling and assisting countries like Iran and North Korea and India and other countries with these technologies which are threatening other people including the United States and Western Europe and countries in the Middle East. So why they would be actively proliferating and then complaining when the United States wants to defend itself against the, the fruit of those proliferation activities, it seems to me, is misplaced.

It threatens no one. And it should be of concern to no one, including the Russians or the Chinese, unless someone has an intention of doing damage to other people.

Now, the argument against every weapons system almost in history is -- the first argument is that it cost too much. And the next argument is that it won't work. And the next argument is that it will work so well, that it will be destabilizing.

Well, we're hearing all of that now. But that would have been true of anything.

Those arguments, they would have made the same arguments against every weapon system known to man. So I don't particularly find them very valid.

Q: Could I ask you just a follow-up question, Mr. Secretary, on that same subject, your thinking about missile defense? In your mind, is theater missile defense a higher priority than national missile defense?

Rumsfeld: I have gotten to the point where I now am sufficiently into this subject where I've concluded that "national" and "theater" are words that aren't useful. At least for me they're not, in how to think about it, for this reason: What's "national" depends on where you live, and what's "theater" depends on where you live.

It's less about yield and more about reachieving parity. It's probably a dial-a-nuke, though.

If they think they can survive underground, that causes an imbalance in MAD.

From Ivan's perspective, their Topol-M restores the parity that our missile defense shield upset.

I'd put my money on our shield before I'd put it on their bunkers.

I read a little about these a while back. Dont even remember the source.

I believe they are designed to be low yield devices capable of penetrating into deeply dug in installations and destroying them.

Just the perfect solution to Iran, North Korea, and other traditional enemies who have invested millions in underground military infrastructure.

I know most people get a knee jerk reaction to nuclear development, but it seems this is the only known way to destroy these types of installations. (I could be wrong, however...havent been keeping up lately.)

You are absolutely correct, JM. It IS the only way. JDAMs are good, but entirely underpowered for this application.

The goblins need to know that there's no point in hiding underground; we need to make sure that the world knows that a nuclear war is not something that can be won, either through hiding or shield spoofing. As it is now, we are at a disadvantage until we have this development complete. Restoring the balance of MAD is what will keep us safe from traditional enemies while we dig out the islamofascists.

Watching the DNC convention in Boston, I witnessed BJ slam GWB for wanting to develop these. He still doesn't get it; he actually helped create some of the need for these tools.

Seriously, why not just trot out the Neutron? That radiation will kill fifty or a hundred MILES into the ground and you can take over in a couple of days without even messing the floors in the bunkers.

In spite pf the hype, the neutron is no more than an increased radiation nuke. It would be less effective than conventional weapons in this application. You want force in this case.

The key words were "if they think". If they know we can make 50 + years of underground construction irrelevent, they'll come to the table with intentions other than buying construction time.
