Rice: U.S. Could Train, Equip Palestinian Troops

WASHINGTON (Reuters) - Secretary of State Condoleezza Rice on Tuesday held out the possibility of U.S. support to train and equip Palestinian forces as she seeks to promote Middle East peace on a visit to the region next week.

Making her first trip abroad as secretary of state, Rice will meet Israeli and Palestinian officials in Jerusalem and the West Bank on Monday to try to capitalize on what Washington sees as a new chance for peace after Yasser Arafat's death.

The disputed shooting of a Palestinian girl in the Gaza Strip on Monday illustrated the fragility of the relative calm since the Palestinian icon died and triggered mortar fire by Arab militants on a nearby Jewish settlement.

Rice said Arafat's successor, Palestinian President Mahmoud Abbas, had demonstrated the will to clamp down on violence by quickly deploying security forces in the Gaza Strip, where militant groups have adopted a tacit truce.

"It's not perfect, but they have made some progress" on getting control of the disparate Palestinian security forces and on cracking down on violence against Israelis, Rice told Reuters and Agence France-Presse.

"Obviously the Palestinians are going to need help in terms of training and equipping their new security forces and I am sure that there will be ways that we might be involved in that," she said.

Rice suggested Washington could also help the Palestinians develop democratic institutions and, eventually, support reconstruction if Israel carries through with its plan to close all 21 Jewish settlements in Gaza and four in the West Bank.

"What I hope to do when I go there is to try and sustain -- help to sustain -- the momentum that they (the Israelis and Palestinians) have clearly developed over the last several weeks," she added.

When are you people going to get a clue that the Palestinian people...all of them... hate the Israelis and want them exterminated.. it's like saying "Muslim extremists".. they are ALL extreme.

QUESTION: A couple more minutes, very short. You talked about what we could do to help the Palestinians get, maintain momentum, and to help them get control of their security forces. What can you do, more specifically?

SECRETARY RICE: Well, we'll go out there and talk about what can be done to help. I mean, obviously, the Palestinians are going to need help in terms of training and equipping their security forces. And I'm sure that there will be ways that we might be involved in that. The Palestinians also need to build the democratic institutions that will be the foundation for a state.

And we're very much looking forward to the London conference because I think that there will be a really good conversation there about how that can be done effectively. And then, ultimately, there is going to need to be a reconstruction package also for the Gaza, as the Israelis withdraw, and then later on for the West Bank. And we know, that the World Bank and others have been doing some work on what kind of reconstruction plan needs to be put in place. And so, again, at the London conferences, as Prime Minister Blair and President Bush said when the Prime Minister was here, you know, those baskets, security, political reform and economic reconstruction, having plans that the international community can then help the Palestinians to execute will be very important.

And finally, I know that the Israelis have said recently that they are prepared to talk about coordination with the Palestinians on the Gaza withdrawal. And that, too, is a very important step.

So there are a number of things that I'm sure we'll be able to do, and this is a discussion about how to put it together.

Appearing before cheering crowds last night, Abu Mazen said that the period of the “little Jihad [holy war] had ended, and now the big Jihad is beginning.”

Abu Mazen did little to allay Israeli fears that he is no different than Arafat. He said he dedicates his victory to “brother shahid [martyr] Yasser Arafat,” to the “shahids and prisoners,” and to the “Palestinian people from Rafiach to Jenin.” The crowd responded, “A Million Shahids Marching to Jerusalem!”

So do we just let them continue to kill Israelis willy-nilly, and beat the drum of "Israel is keeping us in ghettos and refusing to educate our children, and the best we can do is throw rocks at their tanks"?

What do you propose as a solution? Or do you think there is no solution, so we must just keep the status quo and hope the violence never escalates past Israel's borders?

I predicted this crap the day Arafat died. That Rice would treat Abbas as the second coming of Mahatma Gandhi, instead of Arafat's right-hand man in terrorism for 35 years.

The problem with this type of thinking, and it reflects the beliefs of the President, is it ignores basic humanity. There is evil in the world and will be as long as humans are in charge. World peace is not possible in this human condition. Our prosperity and that of the "west" is not because of our superiority, or the superiority of our system, but a result of blessings. We cannot spread this blessing to others, as it is not ours to give. The best we can do is to take care of our own, and not take it for granted.

I hope this constitutes "strategery" and that there is no real intention of training Arabs to kill Jews. Not a single piece of US gear should go to the Palis unless it's got a remote control disabling device for which Israel has the off switch.
