I doubt the would get him for that since he was inducted into the small (78 members) tribe. It is a trivial group, but does exist. The question may be, is Ward actually 1/4 Cherokee as the Band's rule seems to require? If not, then there may be grounds if he misrepresented his ancestry to the tribe.

Trying to get aid to the people while the tyrants stay in power doesn't seem to have a perfect success rate.

I think of the aid to North Korea and Ethiopia as just strengthening the dictators, without relieving the subject people's plight.

On the other hand, Herbert Hoover did organize relief of the Bolshevik's famine in 19??, so it can do some good.

Perhaps more harm than good in the long run, though.
