It would be nice if we put tracking devices in all prisoners we let go in Iraq and from Guantanamo bay. I wish we had tracking device which could also release a poison and kill the person if we needed too:D

Implant it in or near their carotid artery to make it pretty much impossible to remove. It could be easily activated by flying an airplane with a powerful transmitter beaming out a digitally encoded instruction over a wide area.
