The Office of Inspector General published the following document regarding hospice compliance.

The Office of Attorney General investigations "revealed that certain hospices have falsified patient medical records (as in Terri's case when Dr. Gambone certified Terri in 2000 as having less than 6 months to live) and plans of care to exaggerate the negative aspects regarding a hospice patient's condition to justify reimbursement (from Medicade)."
Terri is not terminally ill so she's being held in Hospice illegally. Hospice is receiving funds from Medicade (illegally).
Terri's family has requested the Attorney General to investigate why Terri is being illegally held in hospice, but the AG refused to open an investigation.
