To get a broader view I suppose but is that not what political analysis are for and also I would suspect the VP does this role as well. Put the arguments and then leaves the President to decide.
IMHO your Cabinet is different from ours and it seems that some people in America are trying to impose a UK type of democratic cabinet (that is a laugh in the Blair administration) on your system which correct me if I am wrong but I thought your Cabinet is to see the policies of the President implemented.

Wouldn't think of correcting you because you are exactly right.
The President has an agenda and he needs people around him who support him wholeheartedly.
There are plenty of people fighting him--the dems and the press--so why have them on your staff.
