Foreign secretary says Mexico may ask international courts to block Proposition 200

MEXICO CITY - Mexico may turn to international courts in an effort to block a new Arizona law limiting services to illegal immigrants, Foreign Secretary Luis Ernesto Derbez said Wednesday. He said in a radio interview that Mexico might take such a step after it has exhausted all possibilities under U.S. law to halt Proposition 200. "We are seeking all the legal opportunities that exist, first using the legal capacities of the United States itself and ... if that does not work, bringing it to international tribunals," Derbez said. advertisement He did not specify to which international bodies Mexico could appeal. Mexico's Foreign Department and lawmakers have repeatedly complained about Proposition 200, which voters approved in November. The measure requires proof of citizenship to vote and proof of immigration status to receive some government benefits. Derbez said the government already has made a verbal protest to the United States and now will file a written protest at the request of Mexican lawmakers. He did not say when it would be issued. He expressed regret that, according to polls, about 40 percent of Mexican-Americans in Arizona had supported the measure. "It's sad and it gives an idea of how we have to work to educate even our own Mexican-Americans about why it is important that these proposals are not accepted," Derbez said. In December, the Foreign Department issued a statement expressing "complete rejection" of the proposition, calling it "a measure that could generate actions of discrimination based on ethnic profile."

The WTO is not just a trade organization. The are a subsidiary organization of the United Nations. Therefore, it is in their charter that they must use trade negotiations to promote sustainable development and social justice, two very socialist/communist philosophies. Most Americans do not know that the creation of the WTO through the GATT treaty is completely unconstitutional and it forces the United States Congress to abdicate their constitutional responsibilities to regulate trade and give it over to an international body that is made up almost entirely of socialist, communist or totalitarian countries.

Given the web of treaties protocols and trade agreements that give authority over US citizens in all manner of things, including property, as in the Endangered Species Act and the Migratory birds treaty, The Rio Declaration on Environment and Development signed by the elder Bush, and illegal immigration guaranteed protections by the Summit of the Americas, I would say we don't have real sovereignty anymore.

The migration issue has acquired significant importance in the hemisphere within the last decade and has drawn the special attention of the states towards a group that, in view of its vulnerability, is particularly exposed to human rights violations.

In the first Summit of the Americas, that took place in Miami in 1994, the States committed themselves to guarantee the protection of the human rights of all migrant workers and their families. And, taking into consideration the wide mandate that the Inter-American Commission on Human Rights (IACHR) has in this matter, it created in 1997 the Special Rapporteur for Migrant Workers and their Families.

In the Second Summit of the America's Plan of Action, held in Santiago in 1998, the Heads of State pointed out their intention to make special efforts to guarantee human rights to all migrants, including migrant workers and their families.

And in the Third Summit of the Americas, which took place in Quebec City, Canada, in April 2002, the region's top authorities gave the OAS a special mandate to establish an Inter-American program, within the framework of the OAS, to promote and protect the human rights of migrants, including migrant workers and their families, keeping in mind the activities of the IACHR, and supporting the labor charged to the Special Rapporteur on Migrant Workers of the IACHR and the Special Rapporteur for Migrations of the United Nations.

Strive to ensure that migrants have access to basic social services, consistent with each country's internal legal framework;

Create and harmonize statistical information systems and foster the sharing of information and best practices through the use of new information and communications technologies, with the aim of promoting the modernization of migration management;

I was wondering when you would notice this article and ping the rest of us!

I was initially flabbergasted! It is totally unbelievable and rather comical that they think they are entitled to "voting"???, and all these benefits that most of us cannot/or will not take advantage of, those of us who actually pay taxes to keep this nation going.

But now I say Keep it coming, keep asking for more. I don't know what hold they have over Bush but people are getting tired of this crap and WILL put an end to it.

I see the tide turning, slowly but surely. Thank goodness!

The main problem is we have an entity known as our fedgov that is technically bankrupt which is doing all it can to bring people into this country that can't speak the language, have no skills and many are totally dependent on gov't. services.......what's going to happen when the inevitable day arrives that the checks stop coming to these people???
