CA: Schools chief (O'Connell) offers 'P-16' plan

The difference between K-12 and P-16 is more than a shuffling of letters and numbers in the proposal outlined Monday by Jack O'Connell, the state's superintendent of public instruction.

California's philosophical approach to education would gain five years and a broader scope under goals O'Connell set for the state's children in his annual address on the condition of public schooling.

O'Connell advocated state-sponsored preschool available free to all 4-year-olds whose parents want them to attend. Instead of a system that begins with kindergarten and ends with the senior year of high school, he said California should approach education as a process that starts with preschool and ends four years after high school graduation. He proposed state and regional "P-16 councils" to execute the broader vision of integrating preschool and K-12 with higher education - even while he said the state doesn't spend enough money to allow schools to live up to standards set for the 6 million students in the existing K-12 system.

"Today, our investments have really bottomed out," O'Connell said.

As he has done during two weeks of appearances across the state, O'Connell called on Gov. Arnold Schwarzenegger to restore $2.3 billion in Proposition 98 funding for schools that the governor proposed eliminating in next year's budget.

And, indicating support for a proposed ballot initiative, O'Connell said the threshold necessary for voters to approve parcel taxes should be lowered from two-thirds to 55 percent. He advocated successfully for a similar proposition in 2000 that lowered the approval threshold necessary for school construction bonds.

O'Connell declares education in California a disaster, backs higher taxes to boost funding

Steve Geissinger and Jill Tucker, Oakland Tribune
State schools chief Jack O'Connell said Monday he'll counterattack what he called the governor's assault on education funding and teachers, in part by backing higher taxes. O'Connell, for the first time, also publicly backed the idea of a ballot initiative -- or legislation -- that would fund a public preschool program for all 4-year-olds. "The problem with our schools is not our teachers," O'Connell said in his second annual State of the Education address. "The problem is that education today is significantly underfunded throughout the state."

the state doesn't spend enough money

And it doesn't matter how much gets spent, it will never be enough.

Please correct me if I am wrong, but it sounds like this P-16 is an attempt to divert money from higher education into elementary and high schools?

Where's truth in advertising these days? lol

Another step towards a cradle-to-grave 'existence', nothing more than liberalism croaking in full view.

Translation: We want your kids for another 5 years to bring them around to our way of thinking.

My wife is a director at a preschool and she hates my views on this topic. I keep asking why babies and toddlers should be at a preschool instead of with one of their parents. Sends her over the edge...I get "THE LOOK" and quickly change the topic of discussion.
