O'Connell declares education in California a disaster, backs higher taxes to boost funding

State schools chief Jack O'Connell said Monday he'll counterattack what he called the governor's assault on education funding and teachers, in part by backing higher taxes. O'Connell, for the first time, also publicly backed the idea of a ballot initiative -- or legislation -- that would fund a public preschool program for all 4-year-olds. "The problem with our schools is not our teachers," O'Connell said in his second annual State of the Education address. "The problem is that education today is significantly underfunded throughout the state."
