Don't know how he voted on the Resolution, but I do know his feeling towards Saddam in 2002:

Anyone know how Sheets voted for the 1998 Resolution???

Sheets voted 'aye' -- all the Dims did. Of course, Arlen Spector was busy quoting Scottish law back then, which undoubtedly confused Sheets. So who knows what he thought he was voting for -- maybe to send Rome's legions to that far-off isle of Britain.
