Alot of dresses show cleavage...this shows almost everything else...so where does the line get drawn?

Well, when it shows what's called "undercleavage", as this dress does, I'd say the line has definitely been crossed for school-run events.

Good point.

There is a big difference between showing a little bit of upper cleavage, which is nice to look at, but not whoreish.

Showing it all is just unseemly.
