I may be wrong about this, but I suspect that the actual number of e-mails the DNC can distribute by hitting the send key is a fraction of 4M, and not even 1M. Trust Terry McAuliffe to come up with an impressive sounding answer that in fact has little foundation in empirical reality. Well DUh... they show thousands of subscribers to their awesome site and we know that most of us have been banned. So in reality they probably have 10 legit poster??
