How would the Taxpayer's Bill of Rights help Texans? Had a Taxpayer's Bill of Rights amendment been implemented in Texas in 1991:
At least $4.7 billion would have been returned to taxpayers in rebates or tax cuts.
The recent $10 billion state budget crisis would have been prevented.
A Texas Taxpayer's Bill of Rights would:
Limit growth in state spending to growth in population and inflation;
Allow Texans to use surplus revenue to:
Establish a budget stabilization fund;
Create an emergency fund; and/or
Return surplus revenue to taxpayers.
Require voter approval for tax and spending increases.
Don't we already have a spending limit? Texas voters thought they were putting limits on state government spending when they passed a 1978 constitutional amendment. But that limitation didn't have teeth. It included no restrictions on dedicated funds, and loopholes allow legislators to increase spending at will.
What can I do?

If you want to stick it to 'em, make all revenue derived from fines and seizures rebated to taxpayers in proportion to taxes paid.
