In both situations the kicker was given the opportunity to score by the offense. He did not come onto the field after the punt and make the kick from the opposing 20 yard line.
In one case the kicker did score and in the other he did not (still with the help of the team).
In both cases the team won or lost the game.
In any case the QB is generally the one running the offense (especially in a "2-minute" or "hurry up offense"), and in turn gets credit for it.

In Indy's first game this year with the Pats, the Colts were on the 1 yard line at the end of the game that TD would have won the game... James fumbled... I guess that was Manning fault as well, sort of like everything is Bush's fault.
