I truly don't think men know the power they have over one another in situations like these. All it takes is for one man to say to another, "Dude. That is not a cool thing to do, let's get you some help," and it could work miracles if the abusers are called on their behavior by a peer early enough. (Yes, I know. Pie in the Sky, but it's better than all of society sitting on their hands until these heartbreaking situations come to light.)
It's amazing to me that this hasn't been tried before. It works in AA Meetings, Anger Management meetings, Weight Loss clubs; why not for abusers on a man-to-man basis?
How about "Dude; That's not a cool thing to do. Now me and the rest of the men in the family are going to beat the crap out of you until you figure out why."

If you caught someone abusing their 2 year old daughter sexually and physically, you would say "Dude, let's get you some help." ?? What the f#$@!?!?!?!
I wouldn't say anything, I would let Smith & Wesson do the talking.
