Why can't something be done about John Kerry not performing his duties as a U.S. Senator?

I don't understand either how Kerry gets away with this, year after year.

Before the 2004 election, Laura Ingraham read on the air a very short list of Kerry's actual "accomplishments" during his entire Senate career. (I wish I knew where to find that list now.) Kerry has pretty much accomplished nothing, but we all knew that!
