Eastern Europe has not got on the anti bandwagon yet. There will always be someplace to visit,I guess.Prague,Vienna,and Budapest are beautiful.
Patio? Try Maine,Masssachusetts,and New York in January.
Thankfully, I live in the SF Bay area, where it's cold, but not even close to cold like those states are.
It's a mostly enclosed patio, and the way it's been raining here it hasn't been altogether comfortable, as the rain still gets in. We catch some of it in little buckets. The fun starts when you try to pass it off to a friend as their beer!

Oh boy. I live in northern Maine. Jan, Feb and Mar are the worst for winter. Sub-zero weather, high winds and snow. Try smoking out in THAT for 5 minutes.

Francesca: One major difference - you cannot voluntarily at any time leave a train or plane. You can do that if you are in a restaurant or whatever.
Many Europeans have told me restrictions on smoking are far more repressive here. In fact, one person said, "all the Freedom you have here in America and you can't smoke anywhere." With this latest development in italy, it appears Europe is catching up.

I used to go to Mexico a lot on business, and not the border towns, the interior. In certain aspects, they have way more rights than the US. You can walk into an establisment with a lighted cigarette, no questions asked. unless they've been bought off since 2001.
I was in Rochester, MN working at IBM's R&D and testing facilities. NO SMOKING.
We had a few thousand Aptivas feeding a half dozen AS400s in order to stress test the thoughput of the AS400s for a proposal we were doing for SONY music. We had to baby-sit and observe this process for several days in order to deliver the results to SONY.
The weather in February in Rochester, MN was cold. Close to zero.
We had to smoke outside; even though the building was positive atmosphere.
Damn, it was cold outside! One guy lost his security badge and had to walk around an 850,000 sq ft building to get back in the front door.
Scratching Italy off the places I'll visit.

I LOVE it in California with the no-smoking law. Europe is like one big ash tray.
I cannot even imagine what it must be like in Northern Maine in the winter----You are hardy folks up there.
Other than the fact I have NO IDEA what you are talking about in your second paragraph,I can identify with your problems as a smoker.
I'm in a non-smoking state so we're outside a lot,but it's not as cold as Minnesota.
That's why Europe and smoking states get my travel dollars.
I had to do with being in an IBM facility for days, where one could not smoke inside. Others here understand computer systems.
