Kofi Annan, secretary-general of the United Nations, lands in the tsunami-ravaged Indonesian city of Banda Aceh today amid growing frustration on the part of aid agencies over what they say is the UN's inability to co-ordinate the world's response to the disaster.
The UN is being criticised for its failure to organise dozens of aid groups in and around Banda Aceh more than a week and a half after the tsunami hit the region, forcing some of them to bypass the international body and take action into their own hands to ensure aid reaches areas with the most urgent needs.
"If we wait for the UN to tell us what to do, we wouldn't do anything," said Abdul Hadi bin e Rashid, first admiral of the Malaysian navy at the country's operations tent at Banda Aceh airport.
"There are people who are hungry and angry. Why wait? So we just do it."
The Indian Ocean tsunami has led to the largest relief operation in history. Much of that operation has been focused on Aceh province, where at least 95,000 people have died and hundreds of thousands made homeless.
While some survivors are being housed in makeshift clinics or small refugee camps, others - particularly in outlying areas - still do not have sufficient food, drinking water and other basic supplies, while the threat of disease grows because of poor sanitation and untreated wounds.
One senior member of a western aid organisation said: "It's been a slow start [from the UN]. Agencies have been filling the gap."
Representatives of aid groups said the lack of co-ordination by the UN has led to some aid missions being duplicated. Many drew attention to the fact that the UN has no staff at Banda Aceh airport, which is the focal point for the relief response.
Michael Elmquist, head of the United Nations Office for the Co-ordination of Humanitarian Assistance in Indonesia, admitted the UN's response had encountered difficulties, but added it was poised to accelerate rapidly.
"In Banda Aceh, it has been very difficult to establish a well- co-ordinated relief operation," he said.
Mr Elmquist attributed the delays to five key factors: the sheer destruction and number of people killed, including three of the UN's nine local staff; lack of telecommunications in the early days; a lack of truck drivers and fuel; the obliteration of the local government; and Aceh's troubled history.
Aceh has been the scene of a long-running separatist Islamic insurgency. The central government has poured thousands of troops into the area to try to quell the rebellion while restricting access by outside nations.
Mr Annan's visit today has prompted fears that Banda Aceh airport may be closed - in a repeat of Wednesday's shutdown during a visit by Colin Powell, the US secretary of state, which halted all incoming flights, except for helicopters, for two hours and brought the aid effort to an effective standstill.
Abdullah Badawi, Malaysia's prime minister, is also due to visit Banda Aceh today, increasing concerns that visits by VIPs are hindering the provision of aid.
They coordinate Swiss bank accounts real well.
Instead of trying to create a one world government, how's about they concentrate on the original mission which was to provide a forum for dialogue,and humanitarian aid.
They've had 50 years to perfect aid distribution and all they have done is piffle their mission away in petty dreams of governance and dictatorship.
Get rid of them.
Get crucial! They first have to spend a few more weeks carrying out "assesments" and "coordinating." Besides they're working hell-for-leather on their real priority: gaining control of as much of the swag as possible.

The UN is like a blister. They just show up and cause pain after all of the work is done.
Let the world see how worthless they are, and then send 'em home.
The UN people are much too busy identifying pots of money at which to direct their vacuum cleaners. They will get around to distributing a few meals to deserving bureaucrats and a lot of displaced females to each other once the money is all sucked up.
This is going to get REAL ugly. Fast.
Cash is so much easier to distribute to deserving Swiss banks.

Give them a break. They still have to organize their interim living quarters at 5-star hotels and set up 24 hour a day catering.
