Any single voter who votes more than once, or votes on a dead person's ballot has intent of influencing an election. If you don't hold the same opinion, you have not business serving on an election board, much less being its head. It's against the law to vote more than once.

State law does not require outright fraud to be proven in order to nullify an election. You only have to show that there are enough illegal votes to call the result into question.
